Providing Vision and Direction

In the City of Barstow, the General Plan is the overarching guide in implementation of the Development Code, which defines development regulations and establishes zoning districts, throughout the City. The General Plan was revised in February 2015 and can be viewed here.

In addition, the City completed a comprehensive zoning ordinance to be compatible with the General Plan.  This was completed in July 2015 and is available here.

In 2016, the City in cooperation with the Southern California Association of Governments (SCAG), completed the Specific Plan for the Route 66 Business Corridor and Downtown Business and Cultural District,  Downtown Specific Plan. The City has updated the Housing Element of the General Plan.  The adopted Housing Element can be viewed or downloaded here.

Ensuring Conformity and Compliance

Planning ensures proposed projects conform and comply with the City's development guidelines and the State's environmental and subdivision regulations. Ensuring compliance helps to preserve the environment and improve the quality of life within the City.

Planning works with other City divisions, such as Building and Safety, Fire, and Engineering, as well as other governmental agencies, to ensure new development has adequate infrastructure and services. Planning also provides zoning and land use process and regulation information to the general public, including:

2021-2029 Housing Element 

The City adopted an update to its Housing Element on November 4, 2024 after a multi-year effort involving extensive community engagement and coordination with the State Department of Housing and Community Development (HCD). The City has submitted this adopted element for final certification by HCD.

Revisions to the July draft of the 2021-2029 Housing Element, reflective of minor changes to Programs 4 and 12, is available below. These minor edits were prepared in response to HCD’s comments and direction. A 7-day public review period, consistent with state law, will begin on August 22, 2024 and end on August 28, 2024. The City will review and consider public comments submitted during this time before communicating with HCD for further consideration.

The revised draft Housing Element is also available for review at City Hall. All interested stakeholders are invited to provide comments during the public review period.
