MISSION STATEMENT: The mission of the City of Barstow Waste Management and Recycling Division is to manage solid waste as a resource, promoting sustainable, environmentally sound, and cost-effective practices through an integrated system of waste reduction, reuse, recycling, technology, customer service, and education.

It is our goal to reduce the amount of waste generated in the community and to provide efficient recycling and disposal programs, as well as courteous, professional customer service and outreach to all residents and businesses, working with our partners to offer sensible waste diversion opportunities that are consistent with federal, state and local regulations.

The Waste Management & Recycling Department is responsible for implementing the City’s Source Reduction and Recycling Element and the Household Hazardous Waste Element mandated by the State of California. Through innovative, rational and reasonable management of solid and hazardous materials, the city promotes the following waste management practices in order of priority:

1. Source Reduction
2. Recycling
3. Composting

Residential organic waste recycling update:

Effective July 1, 2022 residents are required to separate their food scraps and green/landscape waste from regular trash! 

Beginning the week of June 27, 2022,  households on barrel service for trash and recycling will each be provided an additional 35-gallon green barrel to collect source-separated organic waste (bagged food scraps and loose yard waste). 

Starting in January 2023, multi-family properties on bin service for trash and recycling must contact the City to setup service in order to be in compliance. Service requests must be done by the property owner.

 Burrtec will provide weekly pickups of the organic waste and transport the material to its expanded Material Recovery Facility, Victor Valley Compost, where it will be processed into compost/mulch and sold to famers. Program guides  will be distributed with the containers and collection will begin immediately following container delivery.
