Chief’s Community Advisory Board
The Barstow Police Chief Community Advisory Board (CAB) is established under the direction of the Chief of Police of the Barstow Police Department. The Chief of Police has established the board to be a resource to the Chief and the department by providing input on a range of topics such as policing strategies, community policing concepts, and policy issues. The goal of the board is to have a broad spectrum of viewpoints and perspectives represented to provide a forum for meaningful dialogue and discussions about community concerns regarding the police department. It will also serve as a driving force to help increase community awareness and understanding regarding the operations and activities of the police department.
The Chief’s Community Advisory Board will operate by a set of bylaws and procedures that will assist the board in carrying out its mission efficiently and effectively. Transparency is an important component of building positive community relationships and therefore the police department’s web page will list the names of each board member and minutes of each CAB meeting.
The CAB will meet at 5 p.m. on the first Wednesday of every month at the City of Barstow Council Chambers.
Composition of the CAB
The board consists of 8-12 key stakeholders, comprised of a cross-section of community members throughout the City of Barstow.
Persons interested in being members of the CAB will be encouraged to apply and submit applications to the Chief of Police. The Chief of Police will appoint members of the community who reside or own a business in Barstow to serve on the advisory board. The chief will choose members of the board for their integrity, commitment to the community, professionalism, and leadership. Members of the board will come from a diverse range of backgrounds and professions and will include representatives from the local business community, faith based organizations, education, non-profits, youth organizations, real estate, retired public servants, and more.
A term of a board member is limited to two years however, the Chief of Police may extend the service time of a member at his or her discretion. Members who fail to attend three regular board meetings in a year will have vacated their position and be subject to removal by a majority vote of the board or the Chief of Police may remove a member from the board for cause at his or her discretion.
Members of the CAB acknowledge that service is strictly on a volunteer basis and members will not receive any form of compensation. Members of the CAB are not employees or contractors of the City and are not eligible to receive any benefits from the City nor are members eligible to receive reimbursement of any expenses. Members of the CAB may identify themselves as members but must not make any representations that they are an employee or agent of the City. Members shall not be eligible to drive City-leased or owned vehicles. In addition, all members will be subject to a criminal history background investigation prior to appointment to the CAB. When selected as a board member, individuals shall be required to sign a volunteer service form with the City.
Board Member Expectation
- Attend all scheduled meetings.
- Be prepared to engage in an honest and productive dialogue and not utilize the meetings to facilitate personal agendas.
- Treat each other with dignity and respect.
- Maintain the confidentiality of information disclosed or discussed during the meeting that the Chief of Police designates as confidential.
- Attend and participate in major police events (such as swearing-in and promotional ceremonies).
