Elected to the Barstow City Council on November 3, 2020, Council Member Barbara M. Rose brings a wealth of knowledge and public service experience to the City Council. 

Prior to her election to City Council, Council Member Rose successfully served thirteen years as a Board of Trustee Member for the Barstow Unified School District, the last two years as the Board President.  She also served on the City of Barstow’s Measure ‘Q’ Resident Oversight Committee as a Commissioner representing District 3. 

Council Member Rose takes pride in her hometown and keeps the ‘heart of the community’ at the forefront. As a third-generation resident of Barstow, she has deep roots in her hometown and is passionate about service to others having spent over two decades serving the community on various professional and service organizations.  In 2007, she received honors as one of Barstow’s Most Inspiring Woman in recognition of her many years of dedicated community service. She also received two nominations for Barstow’s Chamber of Commerce Woman-of-the Year. 

Professionally, Council Member Rose followed her passion of helping students succeed academically and began her career in the field of education.  She is a long-time employee of Barstow Community College District (BCCD), currently as a Human Resources Professional.  During her tenure, she was honored in 2010 and then in 2016 as the Classified Employee-of-the-Year. These prestigious awards were in recognition for her outstanding achievements and dedicated service.  

Council Member Rose is a graduate of Azusa Pacific University having earned both a Master of Arts Degree in Leadership and Organization Studies and a Bachelor of Science Degree in Organizational Leadership. In addition, she is an honor’s graduate of Barstow Community College having earned both an Associate of Arts Degree in Humanities as well as an Associate of Science Degree in Business.  She is also a proud graduate of Barstow High School.

Among her notable achievements, Council Member Rose considers none to be greater than her roles as a mother to three amazing adult children and a ‘nana’ to four loving grandchildren.
