Acting City Manager

Andrew Espinoza Jr.

Acting City Manager, Andrew Espinoza Jr. began his law enforcement career in 1999 with the Barstow Police Department. He attended the San Bernardino County Sheriff’s Department 135th Academy Session and upon graduation worked as a patrol officer. 

During his career, Mr. Espinoza has worked a variety of assignments in the department including Patrol Officer, Crime Impact Detective, Major Crimes Detective, Watch Commander, Range Master, Special Response Team (SRT) Operator, Special Response Team Commander, Patrol Division Commander, Administrative Division Commander and Director of Public Safety. 

Mr.  Espinoza has an Associate's Degree in Social Science from Barstow Community College, a Bachelor’s Degree in Criminal Justice from Chapman University, and a Master’s Degree in Public Administration from California State University, Long Beach. 

Mr. Espinoza is a recipient of Barstow Police Department’s Life Saving Medal, granted for extraordinary action to save the life of another.
