Maddy Act Notice
NOTICE TO THE PUBLIC
In compliance with the requirements of the Maddy Act, Government Code 54972, on or before December 31 of each year, the City of Barstow posts the following local appointments list showing all current members of the City's Commissions and Committees with the term of expiration date, and the current membership requirements.

BARSTOW HARVEY HOUSE FUNDRAISING ADVISORY COMMITTEE
Meets as frequently as it determines is necessary to carry out its duties.
The Barstow Harvey House Fundraising Advisory Committee was formed by the Barstow Harvey House Foundation to promote development of the Harvey House located at 681 North First Avenue, Barstow, CA, to improve and renovate the Harvey House, to promote the historical site, and to acquire, maintain and repair articles of historic significance.
The Barstow Harvey House Fundraising Advisory Committee is composed of seven members, two members of the Barstow Harvey House Foundation, one member from the Barstow Area Chamber of Commerce, and four members who shall be residents of the City of Barstow. Currently the Barstow Harvey House Fundraising Advisory Committee is inactive.
HOMEWARD BOUND AD HOC COMMITTEE
Meets on the 2nd Wednesday of each month at 5:00 p.m. in the Council Chambers.
The Homeward Bound Ad Hoc Committee was formed to examine issues within the City of Barstow related to homelessness and food insecurity and to review policy issues related to the City of Barstow homeless population and response functions as referred by the City Council or the City Manager.

PARKS, RECREATION AND CULTURAL COMMITTEE
Meets as frequently as it determines is necessary to carry out its duties.
The Parks, Recreation and Cultural Committee functions are to: 1) Promote federally recognized ethnic and special observances. 2) Create a scholarship fund for low-income youth. 3) Develop a handbook explaining how park fees are used. 4) Receive presentations and comments from the various recreational organizations pertaining to the City’s parks and recreation programs. 5) Review and make recommendations to the City Council regarding recreation programs.
The Parks, Recreation and Cultural Committee is composed of five members, three of which are members who shall reside within the geographical boundaries served by the City of Barstow’s Parks, Recreation and Cultural Committee. Currently the Parks, Recreation and Cultural Committee is inactive.
PLANNING COMMISSION
Meets on the 2nd and 4th Mondays of each month, as needed.
The Planning Commission serves as a reviewing authority for all new development and certain land uses proposed to be located in existing buildings. Additionally, the Commission makes recommendations to the City Council on changes to zoning and the General Plan. The Planning Commission also acts as the Traffic Committee, and reviews any issues related to roads, including speed limits, traffic signals, and stop signs and on street parking.

RESIDENT OVERSIGHT COMMISSION
Meets quarterly (March, June, September and December).
The Resident Oversight Commission consists of five appointed members (one for each district and one at-large), and reviews, on a quarterly basis, the City’s expenditure of revenues from the 1% Local Transaction and Use Tax (Measure Q), prepares a report at the close of each fiscal year of the total revenues received from the tax and the expenditure amounts categorized by each city department, and presents an annual report to the City Council as part of the annual budget process. The Resident Oversight Commission was established by Ordinance No. 960-2019 and was amended by Ordinance 963-2019.

STREET COMMITTEE
Meets on the first Wednesday of each month.
The Street Committee was formed to review policy issues related to the public works functions of the City and to review proposed capital improvement projects for public works functions and to recommend prioritization of each.

This notice is posted in compliance with the requirement of Government Code Sections 54970 – 54974 and will be posted on an annual basis by December 31. It shows all current public members of City Commissions/Committees along with the dates of appointment as of the time of this posting.
The City of Barstow encourages citizen participation in the City’s decision-making process. The Barstow City Council has currently appointed members of the public to the Homeward Bound Ad Hoc Committee, Planning Commission, Resident Oversight Commission, and the Street Committee.
To hold an appointment to a commission or committee noted above, the appointee shall be a resident of the City of Barstow, and for those appointments made by district or boundaries, the appointee shall reside in that district or within the boundaries as described.
The names on this list are subject to change based on resignations or Council changes that occur during the year.
