SB 1383 - Reducing Short Lived Climate Pollutants in California is a State law which will became effective January 1, 2022 and sets aggressive targets for Californians to reduce organic waste (food scraps and landscape waste) disposal by 75% by 2025 and increase edible food recovery by 20% by 2025. This is part of a statewide effort to reduce emissions of short lived climate pollutants like methane, which is considered a super pollutant 85x more potent than carbon dioxide. Organic waste in landfills emits 20% of the state's methane.
On June 20, 2022, the City Council approved the implementation of Barstow's Mandatory SB 1383 Organic Waste Recycling Program.
Generators who do not have organics recycling are subject to a notice of violation and/or administrative citation. SB 1383 requires that cities start enforcement actions beginning January 1, 2024 against properties not subscribed to the proper service or having an approved waiver.
Signing up for the new service involves the delivery of an additional green container for the weekly collection of source-separated organics (bagged food scraps and loose landscape waste). Proper separation of each waste stream is essential to a successful program! Here is a helpful guide for tenants, designed to take some of the guesswork out of what goes where:
Additionally, under the regulations, all property owners are responsible for the following:
- Annually provide information to tenants about organic waste collection requirements and proper sorting of trash, recyclables, and organics.
- Ensure tenants have access to an adequate number, size, and location of containers with appropriate labels and color.
- Provide organic waste recycling information to new tenants before or within 14 days of occupancy of the premises.
- Disallow tenants from placing organic waste in a container not designated to receive organic waste.

FREE KITCHEN PAILS AVAILABLE! Present the How-To Flyer at Burrtec's Office, located at 250 Elks Lane OR at City Hall, located at 220 East Mountain View St. and receive one pail per household. Verification of ID / Residency may be required. Supply will be limited, so get yours while they last! The purchase of the pails is being funded by a CalRecycle Grant.
